Yes, because everyone knows the budget should be able to fit on a 3x5 index card -- just like the tax code.
And that budget would be a lot less heavy if it were printed in a normal-sized font on both sides of the paper -- but that wouldn't make for such a dramatic prop for the TV cameras, would it?
