Tinsley is against campaign finance laws, arguing that they impugn free speech. Obama had said that he would primarily accept public funds, Tinsley is trying to lampoon this but it doesn't work well. Not to mention that campaign finance is an incredibly complex issue to begin with.

Tinsley is against campaign finance laws, because in a free land Republicans can raise metric shitloads of money from rich people and corporations who benefit from their policies, while Democrats are at a slight disadvantage there.

There might be a joke available there for the taking, something about being poor because you are accepting public funding, maybe relating it to welfare or something, I don't know, but WHO IS THAT GUY? What possessed Tinsley to draw this guy when he needed a poor-looking down-and-out type? FAIL.

Only no one cares about Pluggers, even though Mallard definitely is one.
